Yeah the precedent was set that year that every team would be treated as having an equal record. It always struck me as a little convient that Pittsburgh won that year. The team was in dire straits financially and was rumoured to be on the move even before Basille got involved. The arrival of Crosby saved the team. I have no evidence it was rigged, but as I said it was a little convient.
Every team wasn't treated as equal for that draft. They assigned a number of lottery balls based on playoff performances/appearances the previous 3 seasons. Based on the fact that Pittsburgh was a horrible team at the time, they had more balls than other teams.
