Well, then, they would have to include a fine ? not to the team ? to the player.  Plus, the offending individual should be suspended for as long as the opposing player is out for, whatever that will be ? the suspension will still stand plus the extra.

Why do you fine them too? They're already being fined missed pay of hundreds of thousands of dollars(sometimes millions) for missing a 1/4 of the season with your 20 game suspension.

Draft Lottery
This idea may not be well received but it wouldn?t hurt to wonder what would happen if it actually comes to fruition:

a) Keep the current draft lottery system for qualified teams ? in odd numbered years
b) Give ALL teams a chance to draft for the 1st pick ? in even numbered years

This just seems silly to me. There's no reason to reward a team that could be a playoff/Stanley Cup contender with the potential of obtaining the 1st pick. The best proposal I've seen was about having teams, once eliminated from playoff contention, compete for the 1st pick (and so on) based on points accumulated from that elimination date. This would basically abolish full on tanking yet the worse team would still have a longer period to compile points.

I like the idea of a best-of-3 tournament for all the teams out of the playoffs that would coincide with the Stanley Cup playoffs. Winner gets 1st overall and so on.

Well, there is. It would be about not wanting to reward failure and providing a disincentive to being a bad team.

The thing I don't get is why hf1 when it comes to the cap rejects the notion of going uncapped because the NHL wouldn't want it but thinks they'd be fine with this sort of draft set-up or the NHLPA would be on board with players being suspended forever.

Yea and I think the way to rectify that would be to have the draft roll out in the scenario I referenced. It ultimately prevents teams that are unfathomably bad from getting the 1st pick but doesn't also give, say, the St Louis Blues a chance at it either.

Well, except all it would really do is switch when a team is most rewarded for tanking from the 2nd half of the season to the 1st half of the season. You'd be providing an incentive for bad teams to, say, stash NHL ready prospects in the minors until they've been eliminated from the playoffs.

And on the flipside, I really don't see how it'd really be a problem if the Blues added Kakko or Jack Hughes. It's not like they demolished the league, they just got hot at the right time.

It always bothered me that there's the potential for 4th line player to injure a 1st line player via a suspend-able offence, with no real detriment to the offending team - particularly in the playoffs, where they can backfill the 3rd/4th liner, and the other team has a massive hole to fill.

I'd love to see a scenario where the offending player is suspended, as well as another player on the offending team that is equal to or less than the cap hit of the injured player for the duration of the suspension (of the injured team's choosing).

That's not going to happen. How many 4th line guys have injured 1st liners in the past? If you want to penalize the team as well, you could just have a rule that you can't replce a suspended player. If the roster is 20 and you have 1 guy suspended, you run with 19 until the suspension is over and before it's mentioned, a backup goalie doesn't count as a roster spot.
