A councilor who refused to vote for any of the Mayor's agenda isn't tantamount to someone who "refuses to work" mainly because most of a councilor's job isn't just voting on policy. Serving on committees, constituent services...most of a councilor's job has nothing to do what positions they take in relation to the Mayor. Hell, a proactive one could work even harder by trying to advance a competing agenda.
