I was under the impression if he managed to get some kind of shot off then or it wasn't completely home free then the referee would just give a two minute penalty.

The way the rules around penalty shots are qualified is that the infraction has to take away a clear scoring chance - so, getting a weak shot off or not being hauled down, etc., wouldn't necessarily mean it's not a penalty shot. That play, on the other hand, wasn't even a penalty, and it definitely did not take away the scoring chance.
