There is at least some similarity to the refusal (until yesterday) to call up Gardiner, namely it seems that once an opinion is formed as to a player's ability and role with the Leafs, that is it.

You've lost me on how it is similar.

Carlyle was reported to have been disenchanted with Gardiner earlier in the season. He apparently was of the opinion that Gardiner should have been fully recovered from his concussion and expected a better performance. Earlier this week this was reported as being a criticism of Carlyle, namely that once he decided on the adequacy of a player's performance he refused to change his mind.

All I was saying is that it seems that he formed a similar opinion early on as to Komisarek's ability and contribution with the same result.

He made a decision that, ultimately, is in his best interests professionally. It doesn't do him any good to be sitting in the press box and if he stays there then by the time he gets bought out this summer he'll have gone almost a full year with only a handful of competitive hockey games under his belt. Playing, just to keep in shape and game ready, is better than not playing.  Going down to the Marlies doesn't really do anything for the Leafs, it takes a couple hundred thousand off their cap hit when they don't need space and might help the team a little but also exposes them to the possibility that he could get injured and then have the right to refuse a buyout. That doesn't seem to be much of a risk but then again, those aren't really much in the way of benefits either.

So it's a decision that's probably the best for him and probably the best for the team if it's borne out of a growing frustration. That doesn't make him good or bad.

I don't think the Leafs are at all interested in keeping any of his salary.  If they do, it will affect their Cap situation next year.  They'd rather use a Compliance Buyout on him in the offseason and not be stuck with any cap hit for him going forward.

A max of 50 percent, I think. Either way, as mentioned, they'll probably just buy him out and deal with the matter completely.
 
GMs were afraid of his salary and what he brings to the team in terms of defensive capabilities.  However, by pairing him up with the right defenseman who has both speed and a defensive mindset, Komi's deficiencies would have been masked.  I am a little surprised that teams did not bite, because there are teams who need defensive help and Komi could have been an option, albeit an expensive option.
 
It's just money for MLSE. Once they buy him out some team will sign him. The important thing is he won't count against next year's cap.
 
How does this compliance buyout rule work?  Each team gets 2 right?  Can you use both in the same summer or is it 1 per summer?

Besides Komisarek, who else would be a candidate?

Can't think of anyone. I think everyone else would be a positive asset.

Teams can use both this summer or next, or one each, or none. Other than Komisarek, I don't really see anyone on the team who is a clear candidate. The Leafs only have a handful of contracts that stretch past next season. One of them - Holzer - is a non-issue, as it's below the threshold where it would count against the cap if he's in another league. The other 4 are JvR, Lupul, Grabovski and Liles. The first 2 are key contributors, and the latter has played well when he's been in the line up and is on a very reasonable contract for a 2nd pairing defenceman - in other words, he should be tradable if the Leafs decide they want to cut ties with him. The only maybe is Grabovski, and that's really only if he continues to struggle offensively without being effective enough defensively. He won't be bought out this summer, but, he could conceivably be a candidate next summer.
