I highly doubt that. I'd assume the trade is for Ottawa's OWN pick and it wouldn't allow for substitutions like you are suggesting.

Trading the pick would be equivalent to announcing their selection - they're announcing their intentions with the pick. They could, however, work out a deal with Colorado that would include them sending the pick they trade for in exchange for the rights to their 2019 pick back.
