Skipping this year's draft and moving all traded picks forward a year would be the only way to make it work, and with the lack of junior hockey this year, now would be the best time to make that kind of change. That way, next year's draft would be based on the talent pool that would currently be available for this year's, and so on. You wouldn't be adding any extra rounds worth of prospects or anything like that. In fact, you'd lose some, as a full year of 20 y/o players would age out of the draft.
I still don't see it happening. As Nik says, it doesn't do much for the teams - I'd argue that, in fact, it makes it a little harder to judge the talent, as the extra year of physical development can make junior players stand out more than they would otherwise - and I'm not sure it helps the NHLPA, either. Not sure why they'd agree to it without getting something significant they want from the league, and that probably kills the whole concept.
