I actually felt bad for a good number of the police officers that were first on the scene. Grabbing and arresting IMO would have led to even more issues.

The non-Capitol Hill police on scene were saying this too. FBI, Pentagon were asking CHP if they need resources and reinforcements well in advance of the 6th, only to be turned down until 4 hours after everyone was let in.
