He may have been working alone, but his purpose was to terrorize people of colour, most likely in an aim to drive them out of the neighbourhoods he didn't feel they belonged.

What busta said. Even without a stated ideology or motivation, his targets have a clear pattern that seems to be underreported.
This administration has a pretty specific interpretation of that qualifies as terrorism, even though the Patriot Act seems to give a lot to latitude invoke additional authority.
