Jared Cowen on waivers for purpose of a buyout

if you go back to the OP, I don't see eligible anywhere in that Tweet.  He was waived for buyout purposes.  Why try to think a reporter of a network, in a company that is part owner of the Leafs jumped the gun?

Just because it's not in a tweet doesn't mean it's not real. It's in the CBA. That's why he was placed on waivers. Without clearing waivers, he cannot be bought out. That's why he was put on waivers. It's that simple and straightforward. Until there's actually an official announcement, or at least some other reporters (many of whom also work for networks that are owned by the companies that own the Leafs) provides some sort of confirmation.

So the buyout process is two steps, right?
Step 1: Waivers
Step 2: File Buyout papers

and we have a bit of a window, now that Cowen has cleared waivers, to potentially still deal his rights to another team to initiate the buyout?

Yup. Leafs have until the end of the month to trade him or file the buyout papers.

Not saying Chris Johnson at Sportsnet was right or wrong over at Sportsnet either, but PPP also reported him to be bought out as soon as he cleared.

Several of the SBN blogs outline the two steps to be:
1. Notify player of buyout
2. Put on waivers
Once the player clears the 24 hour waiver period and does not get picked up, he is considered bought out and is a free agent.

However, all the press releases word Cowen's situation as cleared waivers with the intention of being bought out. The Leafs have no official notices about actually buying out Cowen, other than waiving him with that intention. Which sounds more like all buyouts take effect at the 5pm June 30th mark, since free agency is not until July 1.
