If Oleksy requires waivers, I wonder if they did it to make room on the roster?  Fehr just passed through waivers, so he should be able to be assigned directly to the Marlies.

No. Teams rarely do that for guys who have been in the NHL all season.

His 2 million salary this year and next.  This year, it puts us into LTIR and thus all rookie bonuses count against the cap next year.  Next year, even if we MichaLaich him, he'll count 1.05 million against the cap (unless Pens retained salary, which I doubt). 

The only positive is he meets Expansion Draft requirements which means we can protect more valuable assets.
 
CapFriendly indicates we haven't gone into LTIR territory in terms of Cap expenditure. Do we need to actually use that space for it to activate bonus overages, or does it apply once we created LTIR space?

The team doesn't have to use it for overages to come into play, no. The only difference is, if the team hits the ceiling, all achieved bonuses become overages. If they don't, only the bonuses that exceed the available cap space count.

Actually, I think Matthews alone has already unofficially put the team well into overage territory. Bonuses don't get added to the cap calculations until the season is over.

That I'm expecting, but I mean pre-bonus, we haven't hit the ceiling (therefore not into LTIR space), so we should just be paying whatever bonus crosses over, right?

Right, but, from what I can see, they only have ~$300K in space, and are looking at $3M-$5M in bonuses.

Because a bonus isn't a gaurantee, it isn't calculated in to the current year cap.  Therefore any bonuses achieved come off the cap the following year if you were at the limit.  There is something when you use LTIR, that the bonus automatically come off the next year.  However, if you have enough cap space to pay for the bonus in the current year, then there is no overage.

Basically, LTIR can't pay for bonuses.

I've read this several times before in other places, but this is the first time I'm actually understanding it.

That sums it up pretty nicely - and, the reason LTIR can't be used for bonuses is it's only valid for use during the season - so, before bonuses are calculated. And, the reason going into LTIR space pushes every penny of earned bonuses onto the next season's ledger is that, in order to qualify to use LTIR space, you have to have hit the cap ceiling.

To answer the second part of Frank's question, the effect is that the Leafs will be carrying up to ~$5M in dead cap next season due to the all the rookie bonuses Matthews, Marner, Nylander, Brown, and Zaitsev will have earned this season.
