How do you get a penalty for tripping after the whistle on an illegal play by the Coyotes player?

I guess the argument is that he was being tripped before the play went offside.

Seeing as he tripped him just inside the blueline, I guess the ref is blind?

Well, he's human, and, like you said, it was just inside the blue line. From the ref's perspective, it may have looked like it was at the blue line. I thought was kind of a weird call, too, but, an understandable one.
 
Don't really know where that call lands in the rule book.

Rule 57 - Tripping

57.1 Tripping ? A player  shall not place the stick, knee, foot, arm, hand or elbow in such a manner that causes his opponent to trip or fall.

Accidental trips which occur simultaneously with a completed play will not be penalized. Accidental trips occurring simultaneously with or after a stoppage of play will not be penalized.

If, in the opinion of the Referee, a player makes contact with the puck first and subsequently trips the opponent in so doing, no penalty shall be assessed.

I was under the impression a trip is a trip, whether it be during play or after a whistle. Or I thought they could call it unsportsmanlike.

Well, the key word in that second paragraph is "accidental." Either ref thought the trip occurred before the play stopped or that it was not an accidental trip.
 
The Leafs are being bailed out by this entire period being played on special teams, I guess.
